The msConfig window could be resized back in Windows 4.x (as in Win98). That's called progress i s'pose. At least the reverse has happend elsewhere, eg for the Device Monitor. Run, "msconfig", StartUp tab and see if there is anything there that looks suspicious. You will also see the path where that program is starting from. See this site for more information I cant figure out how to stop it. It hasn't always happend. And it is every time i get into or change a browser. Any suggestions?
